A delegation led by the President of the Supreme Court made an official visit to Turkey

  • A delegation led by the President of the Supreme Court of the Republic of Azerbaijan Ramiz Rzayev was on an official visit to Turkey on September 1-2, 2021 to attend the opening ceremony of the 2021-2022 judicial year and of the new administrative building of the Supreme Court in Ankara and the international symposium on "Excellence in High Courts of Appeal".

    The opening ceremonies of the judicial year in Turkey are traditionally held annually by the Supreme Court, which has a long history of more than 150 years. The ceremony, held on September 1 this year, will be remembered with the opening of a new building of the Supreme Court with interior area of 422,000 square meters, combining characteristics of the Seljuk and Ottoman architecture. The symposium participants toured the new building of the Supreme Court and were acquainted with the conditions created there.

    The speech of the President of the Republic of Turkey Recep Tayyip Erdogan at the opening of the judicial year gave a special atmosphere to the ceremony. The President of the Republic of Turkey congratulated the members of the court on the commissioning of the new administrative building of the Supreme Court and spoke about the ancient Turkish judicial and legal traditions with its historical roots. The President expressed confidence that human rights and freedoms would be ensured in the esteemed Palace of Justice, and that the historical traditions of the Turkish people in the field of justice would be applied at the highest level in accordance with modern requirements.

    On the same day, the delegation of the international symposium from Azerbaijan visited the park named after the great leader Heydar Aliyev in Ankara and paid tribute to the world-famous figure by laying wreaths.

    On September 2, an international symposium on "Excellence in High Courts of Appeal" was held as part of the opening ceremony.

    The international symposium discussed the creation of a framework for judicial excellence for the courts of cassation, the steps taken in this direction, the features of the initial stage of the process, the role of knowledge and experience and made recommendations.

    The President of the Supreme Court of the Republic of Azerbaijan Ramiz Rzayev spoke at the international symposium.

    The President of the Supreme Court has said that “the interstate relations based on the principle of ‘one nation, two states’ of the great leader of the Azerbaijani people Heydar Aliyev, based on mutual trust, confidence and support has risen to the highest level of strategic partnership under the leadership of Presidents Ilham Aliyev and Recep Tayyip Erdogan. The people of Azerbaijan will always remember the invaluable support of all the people of brotherly Turkey, including the President of Turkey, in our struggle for the liberation of Karabakh last year. Today, Azerbaijan is in the process of rapid restoration of the liberated lands, and Turkey is once again with us. I am confident that the Azerbaijani-Turkish friendship and brotherhood will continue to contribute to the development of our countries, the well-being of our peoples, and, in general, will bring peace and prosperity to the entire region."

    President of the Supreme Court informed the symposium participants about the status, powers and experience of the Court of Cassation in Azerbaijan, noting that fundamental judicial reforms have been recently carried out in our country. According to the new reforms, the court of cassation in our country starting from October of this year will consider cases only in written proceedings save for exceptional cases. With the application of this rule, there will be no more need to hold formal court hearings. The Supreme Court will be able to organize its work more efficiently and function better as a court of law. Oral hearings will be possible only in cases deemed important in terms of the creation and ensuring the uniformity of case law.

    President of the Supreme Court spoke about the implementation of a number of tasks to make the cassation court more efficient in our country. The priority areas are the responsibilities that include ensuring the uniformity of case law, participation in law-making activities using the right of legislative initiative, practical work to ensure the independence of the judiciary and judges, the effective management of the judiciary to improve the quality of the administration of justice, organization of continuous training and education on issues related to law and justice and effective cooperation with the public to improve the confidence and trust in the administration of justice.

    The President of the Supreme Court emphasized that as a result of the recent reforms the use of the electronic court (e-Court) information system in our country has been further expanded. Transparency in the judiciary has improved. According to the recent amendments to the legislation, audio and video recordings of proceedings is required in all courts, the results of the court proceedings are available in the electronic court (e-Court) information system within the same day of its release, all court judgments and decisions are published. The reforms aimed at improving the quality of the administration of justice and judicial activities is a continuous process that requires us to be always ready to face the modern day challenges.

    Speakers at the international symposium shared their views on the legal framework for the efficiency of the judiciary in terms of law, the framework for judicial excellence in comparable law, the role of the Supreme Court in ensuring justice and other issues.

    During the visit, the President of the Supreme Court held bilateral meetings and exchanged views on issues of mutual interest.
