Presentation of the book "Collection of Decisions of the European Court of Human Rights on Cases on Refugees, Asylum Seekers and Stateless Persons"

The presentation of the book "Collection of Decisions of the European Court of Human Rights on Refugees, Asylum Seekers and Stateless Persons", translated and published with the financial support of the United Nations High Commissioner for Refugees (UNHCR), was held on January 18.
The edition, published by the Union of Associations of Judges of the Republic of Azerbaijan and the Eurasian Bar Association, is mainly intended for use by judges, attorneys and lawyers. Law enforcement officers, students and representatives of non-governmental organizations will also be able to benefit from the materials that are originally published in 1,000 copies and planned to be distributed free of charge.
The moderator of the event, member of the UN Committee on Economic, Social and Cultural Rights, Chairman of the Board of the Mediation Council Nadir Adilov welcomed the participants and thanked all the organizations that contributed to the preparation of the book: Nadir Adilov noted that the protection of human rights holds an important place in the system of reforms carried out by the President of the Republic of Azerbaijan Ilham Aliyev. The protection of human rights is always under special attention in our country.
Speaking at the event, the Representative of the United Nations High Commissioner for Refugees in Azerbaijan Guido Ambroso said that the UNHCR has been supporting the government of Azerbaijan and relevant agencies since 1992 in protecting and assisting refugees, asylum seekers, IDPs and stateless persons in Azerbaijan in accordance with international standards. The decisions of the European Court of Human Rights on refugees, asylum seekers and stateless persons are an important part of international standards. Mr. Ambroso also stressed that the publication of the decisions of the European Court will assist Azerbaijani judges and courts to make the right decisions regarding the granting of asylum to persons in need of international protection, the issuance of documents and citizenship to stateless persons or those whose citizenship is at risk."
In his speech, Vice-President of the Supreme Court of the Republic of Azerbaijan Çingiz Əsgərov noted that the reforms carried out under the leadership of President Ilham Aliyev in the judicial system, as in all spheres of life, are showing positive results. The establishment of administrative courts in Azerbaijan, the inclusion of progressive provisions in the procedural legislation and the improvement of the court registries further accelerate the positive changes. The wider application of the decisions of the European Court of Human Rights by the courts will serve to ensure human rights in the country, improve the functioning of government agencies and increase the prestige of the judiciary."
Aynur Sabitova, Head of the Human Rights and Public Relations Department of the Ministry of Justice of the Republic of Azerbaijan, stressed that the publication is an important visual and methodological tool for our lawyers in terms of promoting human rights, studying and effective application of European Court decisions and precedents.
Noting that the rights of more than one million refugees and IDPs displaced by Armenia following the occupation of our territories by Armenia for nearly 30 years have been violated, A. Sabitova said that as a result of the historic victory in the 44-day Patriotic War under the leadership of President, Supreme Commander-in-Chief Ilham Aliyev, our lands were liberated from occupation and our compatriots were reunited with their ancestral lands. She noted that this collection is an important source in the implementation of mechanisms to restore the violated rights of our compatriots.
Stating that the Ministry of Justice pays special importance to raising awareness and educational activities in the field of human rights, A. Sabitova noted that the opportunities of the Academy of Justice, which has a wide audience, are being used to the maximum in the study of the precedents of the European Court in the framework of progressive judicial and legal reforms in our country. Noting the effectiveness of international cooperation in this field, the head of the department emphasized that many foreign colleagues, judges of the European Court, as well as the Presidents took part in the training. She said that the Academy of Justice's program of initial preparation and long-term training for judges, lawyers, mediators and other lawyers incorporates human rights, precedents of the European Court and other similar topics.
A. Sabitova mentioned the consistent work done to promote trainings and events for raising awareness in the field of mediation, a new institution for our country. The Academy of Justice is also closely involved in the training of mediators in close cooperation with the Mediation Council, organizes trainings and workshops on topical issues. With the participation of UNHCR experts, cooperation can be established in this field on training programs on various topics, ongoing awareness projects, and preparation of relevant materials and organization of field trips.
Aladdin Jafarov, Chairman of the Union of Associations of Judges of the Republic of Azerbaijan, said that the book is a great textbook for current and aspiring judges. The study of analogies, research and consideration of various sources on legal precedents have significant impact on the formation of the positions of current and aspiring judges in this area. Given the importance of the publication, this collection will be distributed free of charge to judges and candidates for judges.
At the end, discussions were held on the European Court of Human Rights' set of decisions on cases related to refugees, asylum seekers and stateless persons, proposals of judges, lawyers, other participants were heard, and their questions were answered.
