  • Opening the Plenum with the introductory remarks, Ramiz Rzayev stated that under the leadership of the President of the Republic of Azerbaijan, Ilham Aliyev, the reforms carried out in the socio-economic and other fields aimed at ensuring continuous progress of our country have given impetus to the beginning of a new stage in the development of the judicial-legal system and the deepening of ongoing reforms in this field.

    The Decree of the President of the Republic of Azerbaijan Ilham Aliyev "On deepening reforms in the judicial-legal system" of 3 April 2019 had a positive effect on conducting the work in the field of increasing the efficiency of justice at a new stage in accordance with modern challenges and strengthening the judicial protection of rights. In accordance with the Decree, important laws were adopted, including the humanization of penal policy, the application of modern information and communication technologies and the electronic management in court proceedings was expanded.

    The President of the Supreme Court said that the legal-organizational works in the field of creating a new pool of judges, which is a part of the important measures implemented in connection with the development of the judicial system in our country are being successfully implemented. By the Decree of the President of the Republic of Azerbaijan, the number of judges' posts has been raised in order to increase the efficiency of justice, reduce the workload of judges and improve the handling of cases, and in connection with this, the process of selecting candidates for the next judicial appointments was carried out.

    Successful in the multi-stage, transparent selection procedures including test method, as well as written and oral exams in accordance with international standards, 39 candidates for judges have completed a one-year training course, internship in courts and other stages. Candidates who were successful in the selections were appointed to the positions of judges of a number of first instance courts by the Edict of the President of the Republic of Azerbaijan Ilham Aliyev of 1 July 2022.

    The President of the Supreme Court congratulated the judicial candidates on the occasion of their appointment as judges who have demonstrated superior knowledge and professional skills, and wished them success in their professional undertakings.

    It was reported that the fact that 23 of the 39 people who have gained the title of a judge are women is a testament to the observance of the principles of gender equality in our country and the participation of women in various fields of public life.

    At the Plenum, in accordance with the Law on Courts and Judges, 39 newly appointed judges to the courts of the country took an oath and swore to administer justice in full accordance with the Constitution and Laws of the Republic of Azerbaijan, to preserve the independence and dignity of the judge, and to act in a spirit of respect for the name of the supreme judge.

    The speakers urged the newly appointed judges to always ensure the rule of law while administering justice and wished them success in their future endeavors.

    Later, individual cases were considered at the Plenum.

    With that, the Plenum concluded its work.
