Legislative power in the Azerbaijan Republic carries out Milli Maclis of Azerbaijan Republic. (Constitution of the Republic of Azerbaijan, Article 81). Milli Mejlis of the Azerbaijan Republic is a one-chamber parliament. Milli Mejlis of the Azerbaijan Republic consists of 125 deputies. Deputies of Milli Mejlis of the Azerbaijan Republic shall be elected through the majoritarian electoral system and the universal, equal and direct elections by free, individual and secret ballot. Every citizen of the Azerbaijan Republic not younger than 25 years may be elected in the manner prescribed by law as a deputy of the Milli Majlis of the Azerbaijan Republic. Do not be elected deputies of the Milli Majlis of the Azerbaijan Republic, persons with dual citizenship who have obligations to other states, working in the executive or judicial power, those engaged in other paid activities, except scientific, pedagogical and creative activity, religious figures, persons, incapacity which is confirmed by the court, convicted of serious crimes, serving sentences in prison by a court decision, which came into force.

The term of office of each calling of Milli Majlis of Azerbaijan Republic - 5 years. Powers of deputies of Milli Majlis of the Azerbaijan Republic are completed on the day of the first meeting of the Milli Majlis of the new election. 

The activities and status of the Milli Majlis are realized in two main directions: first, the Milli Mejlis defines  the common rules for a range of issues. Executive power within these provisions serves as controls. Secondly, these are questions within the competence of the Milli Mejlis. In terms of these competencies include issues such as the dismissal of the impeachment of the President and several other issues.

Milli Mejlis of the Azerbaijan Republic on matters within its competence shall Constitutional laws and regulations. The laws and regulations of the Milli Majlis of the Azerbaijan Republic shall not be provided specific instructions to the executive branch and the courts. 

The right of legislative initiative in the Milli Majlis (the right to contribute to the discussion of the Milli Majlis bills and other matters) belong to the deputies of the Milli Majlis, the President of the Azerbaijan Republic, Supreme Court of the Azerbaijan Republic, 40 thousand of Azerbaijani citizens eligible to vote, the Prosecutor's Office of Azerbaijan Republic and the Supreme Mejlis of the Nakhichevan Autonomous Republic. 

Milli Mejlis of the President of the Azerbaijan Republic establishes diplomatic representatives of Azerbaijan, on the basis of the President of the Republic of Azerbaijan, approves State Budget of the Azerbaijan Republic and monitors its execution; elect Commissioner for Human Rights of Azerbaijan, approves the military doctrine of the Republic of Azerbaijan, agrees to the appointment the post of Prime Minister of the Republic of Azerbaijan, appoints the judges of the Constitutional Court, Supreme Court and appellate courts of the Republic of Azerbaijan, agrees to the appointment and dismissal of Prosecutor General of the Republic of Azerbaijan, appoints and dismisses members of the National Bank of Azerbaijan Republic; consents to the involvement of the Armed Forces of the Azerbaijan Republic to carry out tasks unrelated to their assignment. In addition, the Milli Mejlis solve issues related to administrative-territorial division, ratification and denunciation of international agreements; approval in cases stipulated by the Constitution of the presidential decrees; dismissal of the impeachment of the President of the Azerbaijan Republic on recommendation by the Constitutional Court of the Republic of Azerbaijan, decides on confidence in the Cabinet of Ministers of the Republic of Azerbaijan, on application by the President of the Republic of Azerbaijan, agrees to declare war and conclude peace, the appointment of the referendum, the imposition of the amnesty act. 

In addition to the legislative activity of the Milli Majlis approves the state budget and oversees its execution. 

Milli Mejlis of the Azerbaijan Republic carries out its activities, gathering twice a year for two regular sessions (spring and autumn).
