- The development of a pluralistic democracy based on market economy and rule of law;

- Preventing the illegal transport of weapons and other illegal traffic;
- Devotion to the existing global regimes to prevent proliferation of nuclear weapons and the establishment of the South Caucasus, a nuclear-free zone;
- Demilitarization of the Caspian Sea;
- Integration into the structure of European and transatlantic security and cooperation, including NATO, the European Union, Western European Union and the Council of Europe;
- Accelerating the development of various economic sectors, using the best strategic and geographical position of Azerbaijan, located at the crossroads of East and West;
- Development of the Eurasian transport corridor, which Azerbaijan is a party.
