Visit of Mr. Ramiz Rzayev, Chairman of the Supreme Court of the Republic of Azerbaijan to Ukraine

Mr. Ramiz Rzayev paid a visit to Kiev, the capital of Ukraine to participate in the round-table of the chairmen of the Supreme Courts of the member states of the Council of Europe on the topic “The role of the Supreme Court in the protection of human rights at national level”.
The round-table held on September 22, 2011 was organised by the support of Ukraine, due to the working schedule of chairmanship of Ukraine in the Committee of Ministers of Council of Europe.
In one-day round-table held with the participation of chairmen of the Supreme Courts and experts of 47 countries-members of the Council of Europe, the problems existing in the field of protection of human rights were discussed.
In the opening ceremony of the round-table the reports of Mr.Vladimir Litvin – chairman of Ukrainian Supreme Council, Vasiliy Onopenko – chairman of the Supreme Court of Ukraine, prof. Doctor Irmgard Griss, the head of the Association of the chairmen of the Supreme Courts, chairman of the Supreme Court of the Republic of Austria, were heard. There were reports: -“The role of the Supreme Court in the mechanism of execution of state post, in the field of protection of human rights” – Mr. Thomas Markert, Secretary of Venice Commission;
Dealing with the main reports the role of the Supreme Court in the protection of human rights in the national level – Dr. Klaus Tolksdorf, professor, chairman of the Federal Supreme Court of German Federative Republic;
Dr. Iva Brojova, chairman of the Supreme Court of the Czech Republic;
Prof. Dr. Tadeush Erechinski, chairman of the Supreme Court of the Republic of Poland;
Ivars Bichkovichs, chairman of the Supreme Court of the Republic of Latvia.
Mr. Ramiz Rzayev, chairman of the Supreme Court made a report on the topic “Judicial power and the place of the Supreme Court of the Republic of Azerbaijan in the system of state power”.  
The chairman of the Supreme Court noted that after restoring of state independence the Republic of Azerbaijan chose democratic, legal, secular state building as its way of development and put forth the protection of human rights and main freedoms. Today, our republic attaches special significance of integration to the world community to creation of cooperation and expansion of relations with the European countries.
The chairman of the Supreme Court stressed that as a logical result of democratic processes held in our country, Azerbaijan was adopted full member of the Council of Europe in 2001 and after it in a short period of time, it joined several European Conventions, including European Convention on “Protection of human rights and main freedoms” on April 15, 2002. That’s why, in experience of the Supreme Court, paying attention and taking into consideration of international legal acts, especially, the provisions of the European Convention on “Protection of human rights and main freedoms” and the decisions of European Court, have become the principle moments of our activity.
The chairman of the Supreme Court took an active part in the discussions related to the topic and answered the questions of the round-table participants dealing with the protection of human rights at national level.
