On 18–19 June 2026, a delegation led by the Chief Justice of the Supreme Court of the Republic of Azerbaijan, Inam Karimov, visited the city of Turkistan, Republic of Kazakhstan, to participate in the Second Conference of the Supreme Courts of the Turkic States.

In his speech at the conference, Inam Karimov stated that the Organization of Turkic States has achieved significant progress in recent years in deepening cooperation in the political, economic, humanitarian, and cultural spheres. It was noted that legal cooperation also occupies a special place in this process, and that Azerbaijan’s relations with the countries of the Turkic world in the field of law, high-level mutual visits, and cooperation initiatives in various areas continue to develop with increasing momentum.

The speech noted that, alongside the reliable protection of human rights and freedoms, the role of the courts is of particular importance in the development of economic relations and the promotion of investment. It was stated that, in order to preserve and further strengthen public confidence in the legal system, the judiciary must continuously develop and adapt its activities to the challenges of the modern era. The speech also addressed the achievements made in the digitalization of judicial services and the organization of judicial processes on a digital basis. Against the backdrop of new challenges, the importance of exploring the potential of artificial intelligence technologies, their application in judicial activities, and the study of advanced international practices was emphasized. In this context, it was noted that, by the Decree of President Ilham Aliyev, the Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028 has been approved. In addition to accelerating digital transformation in public administration, the Strategy has created new opportunities for the introduction of innovative technologies into the judicial system.

It was also stated that the Unified Information Platform, planned to be established among the supreme courts of the Turkic States, will make a significant contribution by enabling judges and members of the legal community to become more closely acquainted with the judicial practices of other states, study advanced legal approaches, and expand the exchange of experience.
At the conclusion of the event, the Joint Declaration of the Second Conference of the Supreme Courts of the Turkic States was adopted. The Declaration provides for the development of cooperation in the digitalization of judicial systems, the strengthening of the protection of investors’ rights, and the establishment of a Unified Information Platform among the supreme courts of the Turkic States.

Within the framework of the visit, Inam Karimov held meetings with the Chief Justice of the Supreme Court of the Republic of Kazakhstan, Aslanbek Mergaliyev, and the Chief Justice of the Supreme Court of the Kyrgyz Republic, Mederbek Satiyev. During the meetings, views were exchanged on the current state of bilateral cooperation in the judicial and legal sphere and its future prospects.

During the visit, the delegation was also received by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev. Kassym-Jomart Tokayev emphasized that the Organization plays a special role in the development of multilateral cooperation and noted that cooperation among the member states in the judicial and legal fields continues to strengthen steadily.
