The opening ceremony of the II Forum of Azerbaijani Judges was held in Baku
20.02.2026, 17:55The forum, attended by nearly 500 judges, members of the Judicial-Legal Council, as well as representatives of state institutions, aims to inform the legal community and the public about the ongoing judicial and legal reforms in our country.
At the beginning of the forum, a video presentation highlighting the work carried out in the judicial field during 2025 was shown.
In his opening speech, the Chairman of the Azerbaijani Judges Union, Ramiz Rzayev, stated that today’s forum holds special meaning and significance for the judiciary of Azerbaijan. In the modern era, the responsibilities facing the judiciary are not limited to merely applying the law. Judges are the main guarantors of society’s trust in justice. It was noted that this trust is strengthened not only through professionalism, objectivity, and commitment to the principle of the rule of law, but also through institutional strength, solidarity, and sustainable development.
In his speech, the Chairman of the Supreme Court and the Judicial-Legal Council, Inam Karimov, stated that since the first forum, a number of significant events have taken place in the country, development has continued successfully, large-scale construction and restoration works have been carried out, and progress has been achieved in all sectors. Under the leadership of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, systemic reforms have been implemented in public administration, a consistent policy based on national interests has been ensured, and Azerbaijan’s position in the international arena has been significantly strengthened.
It was noted that 2025 has also been quite productive and successful for the judiciary. Legislative and institutional reforms have been carried out to increase the efficiency of justice administration, and important measures have been taken to promote these reforms internationally. Efforts have continued toward forming unified judicial practice, ensuring stability in approaches to resolving legal issues, and enhancing the predictability of positions.
In his speech, the Chairman of the Constitutional Court, Farhad Abdullayev, emphasized that constitutional interpretation plays an important role in ensuring legal certainty and the rule of law. The Constitution not only defines the boundaries of state power but also guarantees the protection of human rights and freedoms and determines the main directions for regulating public relations. In this regard, the proper understanding and application of the fundamental principles enshrined in the Constitution are of particular importance.
At the end of the opening ceremony, within the framework of the II Forum of Azerbaijani Judges, a group of judges was awarded for their long-term effective service in the judicial and legal system, as well as for the stability indicators of the court decisions they delivered.
The event then continued with panel discussions on specific topics.
