"Azerbaijan Russian Explanatory Dictionary ", prepared at the initiative of the Supreme Court by Chairman Mr. Ramiz Rzayev, Mr. Rafiq Novruzov and Ms. Kenul Aliyeva was published. This dictionary is intended for lawyers, economists, governmental employees, accountants, interpreters, researchers, teachers and students of the Faculty of Law and International Law, for persons engaged in entrepreneurial activities, as well as for a wide range of readers.

The dictionary was compiled in accordance with the requirements of the judicial employees, modern users who establish business relations with organizations, in various fields of business, court systems to address the problems of style in the preparation of business letters, questionings, documents, protests, statements and bank letters. Selection of equivalents in the Azerbaijan language of the terms and expressions based on the legal experience of the various countries is main principle of the book where about eight thousand words and word combinations are explained. 

Words, their scope of use, their origin and the spelling features inherent in certain language are specified by corresponding signs. At the same time the terms taken from foreign languages and suitable equivalents of which are available in Russian were included in the dictionary. Words from Latin and Greek words origin and legal terminology of German, French, English languages are included in the dictionary.
