Plenum of the Supreme Court 04.03.2011

On March, 4, 2011, under the chairmanship of Ramiz Rzayev  was held regular Plenum of Supreme Court.
On the opening of Plenum Chairman of Supreme Court announced the definition of direction of the strategic state policy and conducted   organizational-legal and practical events aimed to struggle with, turned into common problem of the globalization world and harming moral values, illegal trafficking  of  narcotic and psychotropic substances. In 1996 by initiative of Great Leader Heydar Aliyev was established state commission on struggling with drug addiction and illegal trafficking of narcotic and psychotropic substances, and struggling with this painful illness become called a national obligation. 
By decree of President of Azerbaijan Republic Mr.Ilham Aliyev dating on 28-th of June 2005 were adopted the Law of Azerbaijan Republic on trafficking of narcotic and psychotropic substances and their precursors, and other legal acts. With this aim was confirmed the new “Program” on 2007-2013 years. 

Also was admitted about conducted generalization made by Supreme Court with the aim to assure valid judicial experience, for applying equal and correct legislation by courts with illegal trafficking of narcotic and psychotropic substances cases. Figures of generalization shows systematic conduction of special measures by the courts. In spite of that there were made mistakes and violations of law by the trial courts and court of appeal in prosecution of the cases on illegal trafficking of narcotic and psychotropic substances.
There was made analyze and wide discussion associated with the questions observed on Plenum.
On Plenum for prevention of repetition violation of law and acquiescence of mistakes by the trial courts and court of appeal in prosecution of the cases on illegal trafficking of narcotic and psychotropic substances cases, was decided sending of general letters in those courts.
It’s been particular civil and criminal cases heared on Plenum.
There were relevant decisions made on cases which had been discussed and prosecuted on Plenum.
Chairman of Judicial and Law Council Minister of Justice Fikrat Mammadov, Prosecutor General Zakir Garalov, Minister of Internal Affair Ramil Usubov and head of the Department on work with law-enforcement bodies of Administration of the President of the Republic of Azerbaijan Fuad Alasgarov participated Plenum.
